Proposal - Indoor Track @ EOU

We (me, Orie Gamez, and Carla Hoppie) were under the impression that we posted everything for our indoor track proposal last week but were sadly mistaken. Attached are PDF documents that provide the building's architectural layout (blueprint) , building costs and other statistics, PowerPoint presentation, supporting PowerPoint slide text, EOU's fitness center schedules, survey/questaire, and a formal writeup summarizing our proposal . I love this proposal, it is time that Eastern joins the revolution of building new facilities that can be used by all. One thing about this is that I didn't notice a price estimate anywhere, I may have accidentally overlooked it, but for a proposal of this magnitude, the deciding body would probably like to know an estimated cost even if it is just a broad estimate to understand what they need to work with in terms of fund raising and budget issues.

I think your proposal is definitely warranted. I wasn’t aware of all the time spent in various gyms to accomplish your workouts and I have heard many complaints about the restraints of Ackerman. Including, it being unsafe. Great homework on the bids and the cost of the project. The questionnaire idea is good, I would suggest that you have more specific questions with a multiple choice structure instead of open ended. This would make it clear to a commitee that your proposal is necessary. The one question I have pertains to the access to the facility by other teams. Is there enough space for softball or football to hold a practice? The plan looks like the infield has permanent structures. All in all this would be an awesome addition to EOU, I hope you can get it accomplished.

Thank you Matt and Donnelle for your feedback. I don't think we put an exact cost anywhere but estimated it to be somewhere around 3 to 4 million depending on the type of track and weather or not it was a complete facility when finished, meaning if we added more equipment and structures within as time went on. The building itself materials only were estimated at aprox. 750 thousand so the completed sturcture would be somewhere in the 1mil range in my thinking. The track and surfaces within were estimated between 1 and 4mil depending on the type of surface(titan vs mondo)and type of track(manual vs hydrolic).

There would be enough space for some type of practice for softball but if a hydrolic track was installed it could provide more area for other teams as the track could be flat in a matter of minutes and all jumping runways and sand pits would be flat as well with special sections to cover the sand pits. Other pits such as high jump are quite portable and the pole vault pit could be placed in an area that would not interfere with other activites.

As a note...the scheduals listed for ackerman and the fitness/weight room are not complete. Other teams and activites are scheduled also at varius times as well. This makes it even more conjested.

The track can be covered with turf for football and softball practices. One way we projected getting the funds for this facility is by increasing student fees by a measly $33/term, which would roughly cost each student $100 a year (for 3 terms). Assuming student enrollment is approximately 3500, it would take approximately a decade to pay off. If projected cost is $4,000,000:
3,500 students x $100 = $350,000
$4,000,000 / $350,000 = 11.43 years to pay off (interest rate on loan not accounted for)

This method could be used to cover just a portion of the total cost, for some portion would be covered by fundraisers, grants, and donations. With these portions accounted for, student fees could be minuscule (much less than $33/term).

I really enjoyed your presentation. I thought that it was full of viable information and it was well presented, As being a formber EOU athlete I think it would be very beneficial to build an indoor track facility, not just as an athlete but as a student as well. I think that any person and every age group would utilize this type of facility. I thought your formal proposal was very nice, and I really enjoyed the background it really pulled me in. Overall excellent job...

Donnelle I know that no one really understands how much time each team spends in the weight room!! That is one huge problem for everyone, there is not enough space for everyone at one time and more often then not it happens!

And Matt I see that you didn't notice our estimated cost.. I know that I answered that in our presentation and it is 3-4 million for the entire thing.

Andrew-- I see that you had to repost everything... Did you post everything that you posted last week? Or did you also repost the other two aspects that Carla and I thought we had posted last week?

I really like this idea! Because La Grande is so cold for so long I really think this would help you train better and avoid injuries. Would this facility have weights? Besides providing a place for warm up and cardio, how would it clear the weight room or are you just referring to the cardio equipment? How do you practice in the winter now?

Also, would football, softball, and soccer be willing to have clinics to help pay for the faciility? Wouldn't they want to use the clinics to fund their own programs? Did you talk to these sport coaches about their interest/need for another indoor facility? You mentioned recovering the track with turf for other sports' practices, how time consuming is that? I know that facilities is short staffed already.

Also, what did you learn from the surveys?

I loved this idea! My husband ran cross country and track there and practices in the winter time were usually in snow. With the weather in the area and from what it sounds like, a current great track program this would be a great benefit to the college in terms of recruiting. Also it may be worth it to charge admission to track meets to re-coup some of the costs as well.

The proposal looks pretty well thought out. One thing I am missing or not understanding when looking at the schedule is when the community or non-athlete students are allowed to use the facility. It is any time inwhich there were hours listed but no name of group or description listed?

I would agree with you about the positive impact this facility could have in our community. What a great way to work out in the cold winter months. I do have some concerns about how the community and the school would actually pay for this. Although I think the proposal and funding is layed out, I just think it would be difficult. I also feel the schedule could be a litte confusing when it comes to making room for all people to be included in facility use.

Angela since it is not just a athlete only building, you or whoever wants to use the building could use it just like people use out weightroom here at EOU. And Melinda one of the other group memebers has talked about a plan on how to pay for this building little by little. Angela B. The facility would not have weights, the current weight room would be the primary facility for weight training. Because the Track and Cross team would not be trying to practice in the weight room or Ackerman gym, more room would be available overall for others trying to do weight training and weight bearing activities. Yes it would definately free up the cardio equipment.

We did not talk with the other team coaches but this would be a good idea for sure. As far as other teams putting on clinics, because of the use of the building to conduct the clinic, as well as other team functions, such as practces, a portion of the revenue earned would go to the cost of the building and that team as well.

As far as turf, I am not sure what time would be involved or even if it would be nessesary.
What we learned from the surveys was how patrons of the weight room feel about their expericance when they are there, and what could make it better as far as they are concerned.
