Your initial idea is a good one, to present a philosophical defense of an athletic program. Make sure that you are clear from the outset about what you are proposing and you'll especially want to address how it will be "implemented." In other words, how will the philosophy be put into action at the school. This type of proposal will take a lot of research on sport philosophy and examining exemplary (and also poor) models of this at other schools.
The current draft I am looking at presented a very solid rationale. However, what you need in the proposal is a lot more information on the logistics of making it work. In fact, this should be the bulk of the content and it should have a lot of support documentation often in the form of attachments or tables. The breakdown and documentation of the finances is one important aspect, but there is a lot more you can show for making it work, from personnel to liability issues. Basically, you want an all-in-one package that has the information to implement the proposal.
